Universal Health Coverage in South America

«Health coverage is defined as the capacity of the health system to meet the needs of the population, including the availability of infrastructure, human resources, health technologies (including medicines) and financing. The universal health coverage means that the organization and financing mechanisms are sufficient to cover the entire population. Universal coverage is not sufficient by itself to ensure the health, welfare and health equity, but set the necessary   grounds. (PAHO / WHO, 2014)
