A project to establish a system of digital medical records nationwide is in progress

The Communications and Information Technology Commission of the Chamber of Deputies gave its opinion today on   the project for the creation of   an integrated national system of computerized medical records nationwide. The initiative aims at digitalizing   patient records so they can be consulted at any place they are treated.

 

It is a project initiated by the deputy Cristina Ziebart (Frente para la Victoria-Santa Cruz) that is already in conditions to be treated, and today received the endorsement of the Communications Commission chaired by  Mario Oporto (Frente para la Victoria.

The bill proposes the creation of the Computerized Medical Record (HCI) as a binding document, arranged chronologically, individually and with a complete computer support, «which mentions support all actions carried out to each patient  by health professionals and health assistants «.

The objective is «the integration and organization of health information of the people in the country, through the use of appropriate technologies, in order to contribute to the efficient delivery and quality of health services and better definition of the public policies in this area through statistical information resulting from its implementation.

According to the project, the patients «will have the right to protect the whole or part of the data that they considered necessary», and they will be able to have a copy of their CH, either in electronic support or in paper if they ask so.

Besides, the project establishes that the patient will be able to follow up the accesses to the clinical information contained in their Informatized Clinical History, in order to check its legitimacy.

According to the norm, every patient registered in a ICH will have a sanitary card stating his name, identity card, and address as well as the information of the hospital that issued it.
